SLC and UAEAA Sign MoU to Strengthen Legal Oversight and Legislative Compliance

The Supreme Legislation Committee (SLC) in the Emirate of Dubai has signed a landmark Memorandum of Understanding (MoU) with the UAE Accountability Authority (UAEAA), marking a strategic move to enhance legal oversight and strengthen legislative compliance across government sectors.

The MoU establishes a robust framework for institutional collaboration, aimed at enhancing transparency, reinforcing governance, and promoting the effective implementation of legislation. It reflects the UAE’s ongoing commitment to accountability, participatory governance, and adherence to the rule of law.

The agreement outlines joint efforts to optimise legislative oversight mechanisms and foster better coordination between the two entities. It also includes developing integrated strategies that enhance governance efficiency and ensure consistent compliance with legislative standards.

H.E. Ahmad Saeed bin Meshar Al Muhairi, Secretary-General of the SLC, emphasized that the MoU represents a significant step in elevating the UAE’s legislative governance model.

“This agreement underscores our continuous pursuit of excellence in governance, transparency, and institutional synergy,” said H.E. Al Muhairi. “It reflects our shared vision of enhancing legislative frameworks and cultivating a culture of compliance across all sectors. Together with the UAEAA, we are reinforcing the capabilities of our institutions to deliver on their legislative mandates more effectively.”

H.E. Mohammed Rashid Al Zaabi, Under-Secretary of the Ministry and Head of the Office of Monitoring and Audit at the UAEAA, echoed similar sentiments.

“This partnership is a strategic move to unify oversight and legislative efforts,” said H.E. Al Zaabi. “It will help improve the quality of government operations, protect public resources, and reinforce good governance practices. Our collaboration with SLC supports the development of a more agile and high-performance legal oversight system that aligns with national priorities.”

Key Areas of Cooperation:

  • Exchange of Legal Information and Expertise

  • Coordination in Legislative Monitoring and Compliance

  • Regular Joint Workshops, Meetings, and Training Programs

  • Collaborative Legal Studies and Joint Research

  • Mutual Official Visits and Knowledge-Sharing Initiatives

The MoU also aims to create significant synergies in workforce development, supporting institutional excellence across government bodies. By promoting global best practices in legislative monitoring and compliance, the partnership positions the UAE as a leader in efficient and forward-looking legal governance.

This collaboration not only enhances current oversight frameworks but also ensures the government remains adaptable and responsive to emerging legal and legislative challenges. It aligns with the UAE’s strategic vision to develop a world-class, future-ready public sector, equipped to deliver high-quality services with accountability and transparency.
