MoHESR and Ajman General Secretariat partner to enhance licensing and accreditation of higher education institutions

The Ministry of Higher Education and Scientific Research (MoHESR) has signed a Memorandum of Understanding (MoU) with the General Secretariat of the Executive Council – Ajman to strengthen collaboration in licensing and accrediting higher education institutions (HEIs) within the emirate. The agreement aims to unify procedures, improve governance, and uphold the highest standards of educational quality and institutional performance across the UAE.

The partnership seeks to establish a joint framework for the regulation of Ajman-based HEIs, ensuring that all institutions meet the Ministry’s licensing requirements before commencing operations and that all academic programmes receive official accreditation. This guarantees the recognition of degrees and alignment with national education policies.

His Excellency Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research, stated:

“The MoU reflects the UAE’s vision to enhance cooperation between federal and local entities to build an integrated educational environment that meets national aspirations. It aims to unify procedures, facilitate data exchange, and promote joint oversight to uphold the highest standards of governance and accreditation.”

H.E. Dr. Al Awar further emphasized that the collaboration will empower Ajman’s higher education institutions to design academic programmes that reflect national priorities, address labour market needs, and respond to student ambitions. He added that MoHESR will continue to strengthen partnerships with public and private entities to ensure quality and continuous improvement in higher education and research.

H.E. Dr. Saeed Saif Al Matrooshi, Secretary-General of the Executive Council – Ajman, noted that the MoU aligns with the directives of H.H. Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of Ajman Executive Council, to enhance cooperation with federal authorities in developing the emirate’s education system.

“This collaboration establishes a strategic partnership between the Ajman government and MoHESR to ensure quality education, empower national talent, and support Ajman Vision 2030 and the UAE’s sustainable development goals,” he said.

The agreement includes joint oversight mechanisms to monitor HEIs’ compliance with approved standards, streamline audits, and enhance educational quality. It supports MoHESR’s national efforts to unify governance and accreditation across the UAE while boosting the higher education sector’s readiness for future challenges and contributions to sustainable development.
