Group-IB and UAE Cyber Security Council partner to strengthen predictive cyber defence

Group-IB and the UAE Cyber Security Council (CSC) have announced a strategic partnership to strengthen cybersecurity capabilities in the UAE, with a focus on threat intelligence, incident response and cybersecurity skills development.

The partnership was announced during GISEC Global 2026 and aims to strengthen cooperation between the government and private sector in identifying and responding to emerging cyber threats.

Focus on threat intelligence

Under the collaboration, Group-IB and the Cyber Security Council will explore the exchange of intelligence covering cyber risks, threat actors, malicious infrastructure, malware, attack techniques and indicators of compromise.

The partners will also examine how information about adversary behaviour and infrastructure can help identify emerging threats earlier and support more proactive cyber defence.

The cooperation is expected to include coordination on incident response and mechanisms for sharing relevant intelligence between the two organisations.

Cybersecurity training and capacity building

Capacity building will form another part of the partnership, with the organisations planning specialised training programmes, technical workshops, educational materials and joint working groups for cybersecurity professionals in the UAE.

The initiatives are intended to support the development of national cybersecurity talent and strengthen practical readiness across the country’s digital ecosystem.

Dmitry Volkov, CEO of Group-IB, said the partnership would support a shift towards anticipating cyber threats rather than focusing only on attacks already underway.

“Our collaboration with the UAE Cyber Security Council is an opportunity to put this Prediction-First approach into practice through intelligence sharing, investigations, capability development and coordinated response,” he said.

Ashraf Koheil, Vice President of Sales, META and ANZ at Group-IB, said the partnership would bring the company’s global expertise and regional threat intelligence closer to the UAE’s cybersecurity priorities.

Proposed Innovation Center of Excellence

As part of the collaboration, the two organisations also plan to explore establishing a joint Innovation Center of Excellence in the UAE.

The proposed centre would provide a platform for cybersecurity innovation, knowledge exchange and capability development, bringing together Group-IB’s cybersecurity expertise and regional threat intelligence with the UAE Cyber Security Council’s national cybersecurity priorities.

The scope, activities and priorities of the proposed centre will be defined as the partnership progresses.

The organisations said they will formalise the wider scope of their cooperation in the coming months, including the priorities for the proposed Innovation Center of Excellence.
