DGHR Celebrates Graduation of ‘Ta’heel’ Program Participants to Strengthen Second-Line Leadership
The Dubai Government Human Resources Department (DGHR) has celebrated the graduation of a group of its employees from the ‘Ta’heel’ program—an initiative designed to develop second-line leadership capabilities within the government sector.
The ceremony was held in the presence of His Excellency Abdullah Ali bin Zayed Al Falasi, Director General of the DGHR Department, alongside senior officials and representatives from PwC Academy, the training and consulting entity that collaborated with DGHR to implement the program.
The ‘Ta’heel’ program aims to prepare emerging leaders for future challenges by equipping them with strategic, behavioural, and technical skills. It is part of DGHR’s broader mission to empower government talents in alignment with Dubai’s commitment to innovation, transformation, and the integration of artificial intelligence across operational domains.
H.E. Al Falasi praised the graduates for their outstanding participation and dedication, highlighting the program’s role in cultivating a new generation of government leaders capable of driving institutional change. “The ‘Ta’heel’ program is a reflection of our commitment to building a talent pool that embraces modern leadership, strategic thinking, and technological adaptability. These qualities are essential to navigating future transformations and capitalising on advancements in AI and digital governance,” he stated.
The three-month program, conducted between May and July 2025, featured an intensive curriculum covering modules in strategic thinking, project management, mentoring and coaching, data-driven decision-making, artificial intelligence, cybersecurity, and change management. Participants also collaborated on final group projects focused on enhancing workplace productivity and employee well-being within the government sector.
Graduates of the program expressed their appreciation for the opportunity, noting that it enabled valuable cross-departmental networking and offered tools that will positively influence their professional growth. They cited improved technical competencies and leadership behaviours that will enhance their effectiveness in supporting government goals.
DGHR’s investment in such initiatives underscores its role in advancing workforce readiness and fostering a culture of excellence within Dubai’s government institutions. Through programs like ‘Ta’heel’, DGHR continues to align its efforts with national strategies focused on innovation, development, and sustainable progress.
