Syria’s Ministry of Energy signs final concession agreements with UCC-led consortium to build eight power plants totalling 5,000 MW
The Ministry of Energy in Syria has officially signed the final concession agreements with an international consortium led by Urbacon Holding (UCC) to build and operate eight new power generation plants across the country, with a total capacity of 5,000 megawatts (MW).
The agreement marks the beginning of the implementation phase of one of Syria’s largest energy infrastructure projects, aimed at enhancing national energy security and supporting the country’s economic recovery and development goals.
The consortium—led by UCC Holding through its subsidiary Urbacon Concessions Investment—includes Kalyon G.I.S. Energy, Cengiz Energy, and Power International (USA). The signing follows a Memorandum of Understanding (MoU) signed on 29 May 2025, which established a strategic cooperation framework for Syria’s energy sector.
Comprehensive national energy expansion
The agreements were signed at the Ministry’s headquarters in Damascus between H.E. Eng. Mohammad Al-Bashir, Minister of Energy of Syria, and Mr. Ramez Al-Khayyat, President of UCC Holding, in the presence of government officials and representatives from consortium companies.
The final contracts cover the construction and operation of four high-efficiency, natural-gas-fired combined-cycle power plants, including:

North Aleppo Power Plant (1,200 MW)

Deir Ezzor Power Plant (1,000 MW)

Zayzoun Power Plant (1,000 MW)

Mhardeh Power Plant (800 MW)
Additionally, four solar renewable energy projects will be developed with a total capacity of 1,000 MW, distributed as follows:

Widian Al-Rabee (200 MW)

Deir Ezzor (300 MW)
-
Aleppo (300 MW)
-
Homs (200 MW)
Strategic boost to Syria’s energy infrastructure
The projects will be executed using cutting-edge technologies to maximize performance, efficiency, and environmental sustainability, following an accelerated implementation schedule for phased commissioning.
According to H.E. Eng. Mohammad Al-Bashir,
“This project represents a qualitative leap in Syria’s energy infrastructure. It strengthens generation capacity, supports grid stability, and aligns with national economic goals. By closing the generation gap and meeting growing demand, it will enhance energy security and enable sustainable economic and social growth.”
The projects are also expected to generate tens of thousands of jobs during construction and operation while building national technical expertise and supporting localization of energy sector skills.
Public-private partnership driving national recovery
Mr. Moutaz Al-Khayyat, Chairman of UCC Holding, highlighted the project’s strategic significance, saying:
“This partnership between the public and private sectors lays the foundation for a sustainable development model in Syria and reflects international confidence in the nation’s economic prospects. Enhancing Syria’s energy security will boost industrial activity, support stability, and attract further investment in key sectors.”
The initiative marks Syria’s first integrated public-private partnership (PPP) in the energy sector, positioning the country to attract more foreign investment and foster regional economic cooperation.
Once completed, the 5,000 MW expansion will play a central role in stabilizing Syria’s electricity supply, reinvigorating its industrial base, and supporting long-term national growth.
