Ministry of Higher Education introduces unified framework for students’ practical training
The Ministry of Higher Education and Scientific Research (MoHESR) has announced a landmark step to enhance practical training across universities and colleges in the UAE. Ministerial Resolution No. (173) of 2025 establishes a unified regulatory framework governing training programmes in higher education institutions (HEIs), designed to better align academic outcomes with labour market needs.
The decision introduces a comprehensive governance system that enhances transparency, accountability, and quality in higher education, ensuring practical training is closely tied to the nation’s economic and development priorities.
Bridging theory and real-world experience
His Excellency Dr. Mohammed Al Mualla, Undersecretary of MoHESR, emphasized that the move underscores the Ministry’s commitment to preparing graduates with future-ready skills.
“Practical training bridges theory and real-world experience, equipping students with the skills needed to succeed and innovate in the workforce,” he said. “The resolution provides clear governance frameworks, ensuring structured, hands-on training that prepares students for the future.”
Strengthening collaboration and oversight
Dr. Al Mualla added that the framework encourages stronger partnerships between HEIs and public and private sector training providers. The decision sets clear obligations for institutions to:

Cooperate with training providers to meet student needs and institutional goals.

Ensure safe and suitable environments for training.

Appoint qualified supervisors capable of assessing student performance effectively.
The resolution also mandates universities to design structured training plans, formalize agreements with training providers, and monitor students through interim and final assessments as well as field visits. Comprehensive record-keeping, detailed reporting, and oversight mechanisms are required to guarantee quality outcomes.

The Ministry stressed that the unified framework supports the UAE’s vision of fostering a competitive, knowledge-driven, and innovation-based economy. By aligning education with market priorities, the framework aims to prepare graduates to excel in their professions, lead across sectors, and contribute to the country’s sustainable development.
With this new regulatory system, the UAE is setting a benchmark in higher education practices, ensuring its graduates are equipped to compete both regionally and internationally.
