CICC Officially Launches DIFC Branch, Strengthening UAE-China Financial Ties

China International Capital Corporation Limited (CICC), one of China's foremost investment banks, has officially launched its new branch at the Dubai International Financial Centre (DIFC), marking a strategic step in the firm’s international expansion.

Operating under China International Capital Corporation Hong Kong Securities Limited and trading as CICC (DIFC Branch), the newly established branch holds a Category 4 license and is regulated by the Dubai Financial Services Authority (DFSA). This move reinforces DIFC’s growing role as a vital hub for Chinese financial institutions and multinational corporations seeking to expand their presence across the Middle East, Africa, and South Asia (MEASA).

DIFC continues to attract major players from the Chinese financial sector, with 30% of those entities listed among the Fortune Global 500. The launch of CICC's DIFC Branch is in line with the growing economic cooperation between the UAE and China, driven by mutual interest in technological advancement, cross-border capital flows, and strategic investment opportunities.

Chen Liang, Chairman of CICC, highlighted the importance of the launch, stating:

“The opening of the CICC DIFC Branch marks a significant milestone in our international expansion strategy. From the UAE—a key gateway to the Gulf region—we will deliver innovative financial solutions tailored to regional client needs, while supporting Chinese enterprises seeking strategic opportunities abroad. This initiative contributes financial momentum to the high-quality development of the Belt and Road Initiative.”

His Excellency Essa Kazim, Governor of DIFC, welcomed CICC to the centre, noting:

“We are delighted to welcome CICC to DIFC, strengthening the strategic ties between the UAE and China. The growing interest from Chinese banks, asset managers, and financial firms underscores our commitment to providing a dynamic ecosystem that supports expansion and innovation.”

The establishment of the CICC DIFC Branch also aligns with Dubai’s broader ambitions to become a global leader in artificial intelligence and technology-driven financial services. The Dubai AI Campus, launched within DIFC, complements China’s robust research and innovation capabilities, paving the way for collaboration in fintech and smart finance initiatives.

CICC, known for its comprehensive and research-driven service model, offers a wide range of financial solutions across investment banking, equities, fixed income, currencies and commodities (FICC), asset and wealth management, and private equity. With existing international offices in Hong Kong SAR, New York, London, Singapore, Frankfurt, and Tokyo, the addition of Dubai to its network enhances the firm’s global footprint and connectivity.

Through its DIFC branch, CICC aims to act as a two-way investment banking bridge between China and the Gulf region.
