UAE entry permit applications now require passport cover page
If you’re planning to apply for a UAE entry permit, there’s an important update you need to know. Immigration authorities in the UAE have introduced a new requirement: applicants must now submit a copy of their passport’s cover page in addition to the usual biodata page.
What’s changed?
Previously, only the main passport information page (with personal details and photograph) was needed. Now, immigration departments have confirmed that the outer cover page is a mandatory document for entry permit applications.

This rule has been confirmed by both Dubai’s General Directorate of Residency and Foreigners Affairs (GDRFA-Dubai) and the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), which oversees immigration matters across other emirates.
Why the change?
While authorities have not provided a detailed explanation, officials at typing centres and visa service providers suggest that the cover page helps verify the authenticity of the passport, as it contains security features unique to each issuing country.
What should applicants do?
- Ensure you scan and upload both the biodata page and the cover page when applying.
- If using a typing centre, carry the entire passport so staff can prepare the correct documents.
- Always check directly with ICP or GDRFA-Dubai for the latest requirements before applying.
