UAE President announces new citizen-led authority to strengthen participatory governance

UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan has announced the launch of the Community-Managed Virtual Authority, a pioneering government model that will be fully led and managed by skilled UAE citizens. The initiative coincides with the conclusion of the Year of Community 2025 and reflects the vision of the UAE’s Founding Father, the late Sheikh Zayed bin Sultan Al Nahyan, to place people at the heart of national development.

The new authority introduces a non-traditional approach to governance, with community participation as its central pillar. Under this model, qualified members of the UAE community will, for the first time, assume full responsibility for running a public authority within a structured institutional framework. Leadership positions, including a Director General and supporting teams, will be assigned for fixed terms, ensuring rotation while encouraging innovation and shared responsibility.

The authority aims to design and deliver practical, high-impact initiatives that directly address community needs and contribute lasting value to the nation. Its work will focus on developing implementable programmes and solutions informed by real-world challenges and aspirations.

Aligned with the UAE Centennial 2071 vision, the Community-Managed Virtual Authority seeks to empower individuals, foster innovation, and position the UAE as a global reference point for future government models. The initiative reinforces the country’s commitment to investing in human capital and creating an environment where people can realise their full potential.

Leadership selection and participation
Appointments will follow a flexible process based on clear criteria, including competence, expertise, and the ability to contribute effectively to the authority’s mandate. The rotating leadership structure is designed to promote a continuous exchange of ideas and expertise, while attracting a broad spectrum of Emirati talent such as professionals, academics, youth, entrepreneurs, specialists, and retirees with extensive experience.

Ensuring continuity
Despite the rotating leadership model, continuity will be maintained through established frameworks, approved reference models, and defined policies and procedures. Structured mechanisms for knowledge transfer between teams will ensure that initiatives progress smoothly without disruption.

A first-of-its-kind governance model
By combining administrative flexibility with full community management, the initiative represents a first-of-its-kind governance model globally. It advances participatory governance, strengthens community engagement, and reinforces the UAE’s reputation as a living laboratory for government innovation and future-ready public administration.
