HUMAIN, a Public Investment Fund (PIF) company focused on artificial intelligence, and Saudi digital infrastructure developer DataVolt have announced an expanded partnership to jointly develop 100MW of a planned 360MW AI-ready data centre at Oxagon, NEOM’s industrial city on the Red Sea coast.
The announcement was made at LEAP 2026 as construction on the project gets underway, marking a shift from planning to execution. The first 100MW is expected to become operational in 2028.
The facility will form part of the first phase of DataVolt’s wider AI data centre campus at Oxagon, which is planned to have a total capacity of 1.5GW. The initial phase will deliver 360MW of capacity.
Data centre designed for large-scale AI workloads
The AI-ready facility is being developed to support the growing computing requirements of advanced artificial intelligence and cloud workloads. It is expected to incorporate renewable energy sources, advanced cooling technologies and high-performance computing clusters.
The infrastructure will be designed for next-generation accelerated computing, providing the physical capacity required to deploy AI systems at significant scale.
“AI ambition only matters when you can turn it into infrastructure, compute and capacity that customers can use,” said Tareq Amin, CEO of HUMAIN. He added that construction was underway and that the partnership was focused on delivering infrastructure at the speed and scale required by the next phase of AI development.
First phase forms part of 1.5GW Oxagon campus
For DataVolt, the groundbreaking marks the beginning of construction on the 360MW first phase of its planned 1.5GW campus at Oxagon.
The project combines HUMAIN’s capabilities across the AI technology stack with DataVolt’s expertise in developing, financing, delivering and operating large-scale digital infrastructure.
Rajit Nanda, CEO of DataVolt, said AI infrastructure at this scale requires coordinated execution across power, engineering, construction and operations. He described the start of construction as an important milestone in delivering the first 360MW phase.
Oxagon offers connectivity and energy advantages
The companies said the project will benefit from Oxagon’s industrial infrastructure, including pre-zoned industrial land, large-scale energy resources and subsea cable connectivity providing low-latency connections to Europe and Africa.
These factors are increasingly important for AI infrastructure as data centres require substantial power, high-speed connectivity and efficient operations to support intensive computing workloads.

Growing demand for AI infrastructure
The partnership comes amid increasing global demand for AI computing infrastructure, driven by the rapid development and adoption of advanced AI systems.
The HUMAIN-DataVolt project aims to combine AI capabilities with large-scale data centre infrastructure, creating additional capacity for organisations seeking to deploy AI and cloud workloads in the region.
The first 100MW development represents a key milestone in the companies’ partnership and in the broader development of AI infrastructure at Oxagon.
