Fourth Milling Company Launches SAR 265 Million Expansion at Al-Kharj Facility
Dammam, Saudi Arabia – Fourth Milling Company (MC4), a leading flour producer in the Kingdom, has inaugurated a SAR 265 million expansion at its Al-Kharj facility, under the sponsorship of the Ministry of Environment, Water and Agriculture (MEWA) and the General Food Security Authority (GFSA). The ceremony was attended by His Excellency Eng. Abdulrahman Abdulmohsen AlFadley, Minister of Environment, Water and Agriculture, and His Excellency Eng. Ahmed Bin Abdulaziz Alfares, President of GFSA.
The expansion project includes a new wheat milling line with a capacity of 750 tons per day and a feed plant capable of producing 240 tons per day. Once operational, MC4’s total production capacity will exceed 1.34 million tons annually, reinforcing its position as one of Saudi Arabia’s largest flour producers and contributing to the Kingdom’s food security objectives under Vision 2030.
During the visit, the delegation toured the facility, reviewed project milestones, and met with MC4’s senior leadership. Khalid Al Maktary, CEO of MC4, said: “This expansion represents a major step in strengthening national food security and unlocking new growth opportunities. Our vision is to be a future-ready, high-capacity milling partner, supported by advanced infrastructure and a commitment to quality.”
The Al-Kharj project forms part of MC4’s broader transformation strategy, including digitization initiatives, advanced quality certifications, and an expanding export footprint authorized by GFSA. The expansion is also expected to support job creation for Saudi nationals in line with the Kingdom’s localization and economic diversification goals.
MC4 continues to demonstrate operational efficiency across its nationwide network, with its facilities operating at 94% capacity and the Al-Kharj branch at 97%. The company holds a 30% share of the Saudi retail flour market, supported by comprehensive nationwide distribution across commercial, bakery, and animal feed sectors. In September 2025, MC4 reported revenue growth of 3.7% year-on-year to SAR 479.8 million and net profit growth of 7.8% to SAR 138.9 million, driven by strong sales and operational efficiency.
