First week of 28th Universal Postal Congress – Dubai 2025 successfully concludes
The first week of the 28th Universal Postal Congress – Dubai 2025, held under the theme “Leading the Change, Creating the Future”, concluded today after bringing together delegations from 192 Universal Postal Union (UPU) member countries. The week’s proceedings identified key priorities and built international consensus on agenda items that will shape the Union’s upcoming strategy for 2026–2029, known as the Dubai Strategy.
The opening week featured several high-level sessions, most notably the UPU Global Leaders Summit, which outlined an ambitious vision for the future of the postal and logistics sector. Discussions placed a strong emphasis on accelerating digital transformation through the adoption of artificial intelligence technologies and innovative eCommerce solutions. Other priorities included establishing robust governance and regulatory frameworks, enhancing sustainability, improving supply chain efficiency, expanding financial inclusion, and empowering postal and financial services to adapt to emerging global needs.
The UAE’s delegation played a central role, leading strategic discussions on building integrated networks that enable seamless data exchange, streamline eCommerce operations, and align postal development with global sustainability goals.
With the first week successfully concluded, preparations are now underway for the second phase of the Congress. The upcoming sessions will finalize decisions on the adoption of the Dubai Strategy, elect council members, and advance discussions on implementation mechanisms. In addition, the second week will witness the announcement of key initiatives and bilateral and multilateral agreements designed to strengthen global cooperation in the postal and logistics sectors.
