First cohort of legislative drafting programme launched at Dubai Judicial Institute
The Supreme Legislation Committee (SLC) in Dubai, in collaboration with the Dubai Judicial Institute (DJI), has launched the first cohort of the specialised “Legislative Drafting” training programme at the DJI headquarters, marking a key step in strengthening legislative capabilities across Dubai government entities.
The inauguration was attended by H.E. Dr. Ahmad Saeed bin Meshar Al Muhairi, Secretary General of the Supreme Legislation Committee, and H.E. Judge Dr. Ebtisam Ali Al Badwawi, Director General of Dubai Judicial Institute, highlighting the strategic importance of the initiative.
The programme represents a major milestone in the implementation of the Memorandum of Understanding between the two entities, which aims to deliver an integrated training framework designed to enhance the efficiency and quality of legislative drafting within government bodies. The initiative directly supports Dubai’s broader goal of improving the effectiveness of its legislative system.
Delivered by experts in public policy, legislation and the Arabic language, the programme is accredited by the National Qualifications Centre at the Ministry of Higher Education and Scientific Research. The first cohort includes 25 legal and technical professionals drawn from multiple government organisations.
Participating entities include the General Secretariat of the Judicial Council, Legal Affairs Department of the Dubai Government, Dubai Police, Economic Security Centre of Dubai, Dubai Electronic Security Centre, Dubai Chambers, Dubai Municipality, Dubai Customs, Knowledge and Human Development Authority, Community Development Authority, Dubai Media Incorporated, Dubai Academic Health Corporation, Emirates Central Cooling Systems Corporation (Empower), Dubai Corporation for Ambulance Services, Dubai Aviation Engineering Projects, Ports, Customs and Free Zone Corporation, and the Awqaf and Minors Affairs Foundation.
The “Legislative Drafting” programme covers a comprehensive curriculum that includes public policy foundations, the relationship between Arabic language and legislation, theoretical principles of legislative drafting, and hands-on training in the preparation of draft laws.
