Dghr and HBMSU unveil study highlighting AI and job crafting as key drivers of future government performance
The Dubai Government Human Resources Department (DGHR), in partnership with Hamdan Bin Mohammed Smart University (HBMSU), has released a landmark research study titled “Job Crafting and Artificial Intelligence as Drivers of Organisational Performance in the Government Sector in Dubai.” The findings were presented during a special event hosted by the Human Resources Innovation and Research Centre, reinforcing Dubai’s commitment to advancing a future-ready government ecosystem.
The study aligns with several strategic frameworks, including the Dubai Economic Agenda (D33), the Dubai Universal Blueprint for Artificial Intelligence and the emirate’s ongoing drive toward excellence, innovation and operational agility.
AI and job crafting emerging as strategic pillars
As part of a broader initiative to develop a future-focused model for institutional work environments, the research examined the combined effect of AI solutions and employee-driven job design practices on organisational performance. The findings underscore the importance of integrating smart technologies with human-led innovation to boost employee satisfaction, enhance efficiency and strengthen organisational resilience.
H.E. Abdulla Ali Bin Zayed Al Falasi, Director General of DGHR, said the results reflect Dubai’s progressive approach to government transformation.
“The findings highlight the government’s vision to build a flexible and innovative work ecosystem,” he said. “Integrating AI technologies with empowered job redesign marks a critical step toward maintaining Dubai’s global leadership in government excellence.”
He also praised HBMSU as a vital academic partner, noting that the collaboration strengthens institutional transformation while embedding smart learning and sustainable development into the government HR landscape.
HBMSU: Preparing a future-ready government workforce
H.E. Dr. Mansoor Al Awar, Chancellor of HBMSU, described the study as a milestone that reinforces Dubai’s vision under the leadership of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum.
“By leveraging AI-driven academic knowledge, we are shaping practical solutions that enhance the efficiency and global competitiveness of government work,” he said.
Dr. Al Awar highlighted that Dubai government employees demonstrated strong readiness to evolve their roles, reflecting a culture of excellence and adaptability essential for sustained institutional performance.
High participation and rapid AI adoption across government entities
The study revealed significant performance indicators within Dubai’s government sector, including:

These statistics represent advanced levels of maturity in government operations, reaffirming that both job crafting and AI adoption are central to achieving sustained strategic outcomes.
Strengthening research-driven policymaking
The study also serves as an example of successful collaboration between government institutions and leading universities. By combining scientific research with practical application, the partnership supports the development of informed, evidence-based policies and innovative HR practices.
The event concluded with a panel discussion featuring experts from the government and academic sectors. Discussions explored recommendations from the study, including expanding AI applications in HR management and aligning job crafting initiatives with the Dubai Government Excellence Program to establish a unified framework for future development.
